JOB SUMMARY:
The Senior Database Specialist supports and advances NACCHO’s strategic plan and contributes to the ongoing activities of the organization by providing leadership for the development and implementation of database-related strategies and platforms that meet current and future organizational needs. General responsibilities include working collaboratively with staff and database vendors to ensure organizational database needs are met; project management; database administration; database design and implementation; staff database training; and other related duties, as assigned.
This is a professional position requiring excellent analytical and interpersonal skills. The work involves partnerships with fellow staff, vendors, and members. The position requires the exercise of discretion and independent judgment.
EDUCATION:
Bachelor’s degree required and Master’s degree preferred in related field and a minimum of five years relevant experience in database management, development, and maintenance.
ESSENTIAL FUNCTIONS:
- Perform all aspects of database administration including testing of all modification, optimization, planning, and performance.
- Designing, implementing and maintaining database security roles and procedures for netFORUM;
- Reducing duplication of efforts by ensuring that all databases with overlapping information are linked to the primary NACCHO Database;
- Program manager for CDC Core bundle database projects;
- Developing and managing the database expense budget in a manner that contributes to a cost-effective operation;
- Managing database infrastructure such as software upgrades and service packs;
- Providing guidance to project staff regarding technical capabilities, staffing, and infrastructure needs;
- Implementing processes and identifying repeatable efficiencies and define solutions that will generate measurable results;
- Directing the work of the Associate Database Specialist, Database Assistant, and database support vendor positions to support IT and database initiatives;
- Serving as a liaison between NACCHO staff and vendors to assess the database needs of the organization and to implement the appropriate solutions;
- Developing, revising, and implementing policies, standards, procedures, and guidelines necessary to effectively administer Database environments;
- Training staff on netFORUM and other Database functions, as needed; and
- Participating actively on assigned team(s).
ADDITIONAL RESPONSIBILITIES:
- Leading efforts to maintain the integrity of the Database, including ensuring that the data is accurate and the Database reflects the current structure of the local health departments;
- Performing routine and customary operational and monitoring activities to ensure the database environment is stable and capable or meeting ongoing business needs;
- Performing complex database queries and reports, as needed;
- Planning and conducting structured testing of database designs as needed to confirm functionality and performance;
- Preparing and maintaining database documentation;
- Implementing database backup processes, as needed;
- Maintaining knowledge of developments in the database management field and making recommendations for database enhancements at NACCHO, as needed; and
- Performing other duties as assigned.
KNOWLEDGE AND EXPERIENCE:
- Advanced knowledge of and experience with netFORUM and advanced knowledge of .NET;
- Advanced knowledge of database design theory and database design and management skills;
- Intermediate knowledge of SQL programming language;
- Good knowledge of security procedures, particularly regarding databases;
- Preferred experience working in an association environment;
- Strong adherence to ethics of practice for information and systems management;
- Excellent oral communications and good written communication skills; ability to explain technical theories and concepts to non-technical individuals;
- Strong technical writing skills;
- Ability to execute several large, complex projects simultaneously and maintain high-level confidentiality on organization matters;
- Ability to establish effective working relationships with diverse groups, including interacting effectively with co-workers, members, vendors, etc.;
